Assuming you did not do anything to antagonize the dog to chase you and you can prove the chasing dog caused you to hit the curb, you will be able to make a claim for damages against the owner of the dog.
You can claim damages to your knee and your bike. The owner of the dog would be responsible for having not properly secured the dog to prevent the dog from chasing you.
